From CosWiki
What happens when need shoes or boots for a costume, but they are so strange in color, shape you can't buy them? Or if you want your foot wear to match in color or material to the rest of your costume?
The answer is to make boot covers.

[edit] Boot Covers
Boot covers are basically what the name implies, they are something that covers your boots or shoes.
[edit] Materials
It's best to use stretchy fabrics to make boot covers. That way you don't have to make the boot covers fit exactly to your boot. The stretch will give you some leeway.
However, if you make the boot covers too tight, they will tear when you are walking around or the material will stretch and look wrong. If you make the boot covers too loose, they will look baggy.
So even though stretchy materials help, you should still try to make the boot covers as form fitting as possible.
[edit] Visual Tutorial
There are several boot cover tutorials out there, but the best visual one I've seen comes from lynleigh.com.
[edit] Reusing Boots and Patterns
If you have a pair of generic boots that you can reuse for different costumes, then it's a good idea to make a boot cover pattern that you can also reuse.
Use the above tutorial to make a boot cover pattern out of muslin. Once you have that pattern, you can just cut the boot covers using that pattern, instead of remeasuring every time you need a new boot cover.
It will save you a lot of time, assuming you reuse the same boots for your cosplays.
[edit] Adding Details
After you've made your boot covers you can then continue to add details to the boot to match your costume. For instance, Sailor Senshi boots (from the series Sailor Moon) usually has a strip of color on the top of the boot.
For our Gilgamesh costumes all of our boots has metal buckles going up the side of the boots.
It's endless what other details you can add to the boot cover and in most cases, you can still continue to use the boots for other costumes.
